Hiring a foreigner in Russia
What documents are required for hiring a foreigner in Russia? Let's observe the following situations:
Foreigners, temporary staying in Russia
Under the Labor Code of the Russian Federation the following documents are required for concluding a labor contract with a foreigner:
- passport or any other type of ID
- migration card and visa (for foreigners arriving in Russia on the basis of a visa)
- work permit or brevet
- Russian labor book
- medical insurance
- degree certificate
Under the Treaty establishing the Eurasian Economic Union a work permit or a brevet are not required for hiring citizens of Belarus, Kazakhstan, Armenia and Kirgizia.
Temporary residents and permanent residents
Temporary residents and permanent residents are not obliged to have a work permit to get employed. However, a temporary resident is entitled to work only in the region where a temporary residence permit has been granted. A foreigner with a residence permit can work in any Russian region.
The following documents are required for concluding a labor contract
- passport or any other type of ID
- State pension insurance certificate
- Russian labor book
- degree certificate
Highly qualified specialists
Highly qualified specialist (HQS) is defined as a foreign national having experience, skills or achievements in the certain sphere with the monthly salary not less than 167 000 rubles.
- While obtaining work permit for HQS the employer is required to obtain neither special quota to hire such employee nor special license for hiring foreigners. Moreover, a foreigner does not have to take exam in Russian language and Russian legislation and obtain medical certificates.
- The employer with a highly qualified specialist is to quarterly notify Federal Migration Service about salary payment to HQS.
- The list of documents required for concluding labor contract with HQS is equivalent to one for foreigners, temporary staying in Russia.
